Facility services for state-owned buildings
Update to service changes for Buildings and Grounds program
General Administration received significant reductions in the fiscal year 2010 supplemental budget, which has resulted in a restructuring of its Buildings and Grounds program and its services. Our goal is to make efficient use of our reduced resources while assuring health, safety and access on the Capitol Campus.
We have made changes in staff assignments for maintenance and operations services as well as environmental and emergency response services for the Capitol Campus and Thurston County facilities. The following is a summary of those changes.
Change in zone service
The maintenance and operations structure of eight zone assignments
has changed to four zones. They are noted with the contacts below:
• Zone 1 -- West Campus, Dave Boyer, 360 786-7090
• Zone 2 -- East Campus, Ron Noble, 360 586-0074
• Zone 3 -- Olympia off-campus, Larry Kessel, 360 725-0015
• Zone 4 – Tumwater, Steve Jones, 360 902-6224
How to make requests for Buildings and Grounds services
Please continue to contact the Buildings and Grounds customer
service center at 725-0000. This will allow us to set priorities and
schedule the most efficient response to your needs. Work order forms
are available electronically for use by authorized staff at each
agency.
Although GA’s construction division, known as Tenant Improvement Services, is no longer in operation, we maintain the capacity to do small reimbursable projects at the agencies’ request. We are currently modifying the form that you will use to request reimbursable work. This will be available by July 1, 2010.
In the meantime, please contact your Building Manager or the
Customer Service Center at
725-000 for project requests. Agency personnel should continue to
route requests through their agency designees. To access the
electronic request form, you will need your log-in identification
and password. If you do not have these, please call the Customer
Service Center for assistance.

Emergency Program
Bob Bippert, 360 902-7356
GA is consolidating its two Emergency Operations Centers, statewide response and Capitol Campus response into one center. All GA responses will be coordinated through the GA Emergency Operations Center in the training room in the basement of the General Administration Building. If the GA Building is inaccessible, GA’s first backup location will be the large conference room at Capitol Buildings and Grounds office across from the parking garage entrance to the OB2 Building. A second backup location will be in the Consolidated Mail facility at 616 Cherry St., in downtown Olympia.
GA will be working with campus agency representatives to develop a campus plan to clearly identify areas of responsibilities when agencies respond to emergencies.
Environmental Response
Rick Osberg, 360 725-0025
Safety and health are GA’s top priorities for campus tenants and the public. The Environmental Services Program is responsible for indoor air quality, hazardous wastes and materials, asbestos abatement and testing. The program also provides estimates for campus construction projects.
To request services, please contact Rick Osberg at 360 725-0025.
